Billy made his debut on Sept. 11, 1975 in Prineville, Oregon, where he was born to Penny and Larry McCloughan. He would become his older sisters, Calli and Cassie, full time “hell raiser” and friend by default. Always a thrill-seeker, he couldn't be kept off his motorcycles and four-wheelers. In the early morning of Sept. 2, he would be taken from us in the only way anyone could ever imagine -- full throttle and limitless on his motorcycle, just as he lived his nine lives.

Bill is survived by his mother, Penny, of Prineville; sister, Cassie, of Prineville; his sons, Kade Nichols, of Colorado, and Christian Russell, of Bend; his niece and nephews, Payton Harris, Brant McCloughan, Tucker Harris and Christian Mayo, of Prineville, who had the privilege to love him as well.

He was preceded in passing by his sister, Calli Ann McCloughan, and father, Larry McCloughan.

Bill rejected any inauthentic people and will be remembered for his favorite finger and four-letter word, staying true to himself and his convictions, and he held loved ones to the same standard. A humanitarian, he adored children, stray dogs were his shadow and he was always there to lend a hand or raw words of wisdom whether you wanted to hear them or not. Billy would “go to hell and back” to be able to help a friend. A joker, a "doer" and a MacGyver in every sense. If everything went according to plan, he's out jumping heaven’s gates with Evel Knievel or showing Bruce Lee a thing or two up there. He wore many hats, and well. His intelligence led him to excel in anything he tried. Billy was a natural sportsman and adrenaline junkie. Skiing growing up, eventually sky-dived. He loved fishing, shooting and all things with wheels. His fitting and favorite poem quotes, "I am the captain of my fate, I am the captain of my soul."
