Neil was born in Baker City, OR to Iva Cape and Lloyd Rosenbaum.  He grew up in the ranching life around NE Oregon and was truly a western man.  He loved the rodeo and in his younger days rode bareback broncs and bulls. 

Neil served in the Air Force as a plane mechanic, and after his discharge worked in the same capacity for Lockheed in Ontario, CA.  Oregon called him back home and he worked for a time in the Portland area first for Zidell in the shipyard, and later as a long haul truck driver for Roadway before his retirement.  He was an active member of the Elks Club and the American Legion.

Neil was devoted to his wife Emily, and his family of five stepchildren, who he made his own.  He was an avid hunter and fisherman, returning to the corner of Oregon where he grew up to hunt deer and elk with his boys and their friends each year.  They could also be found on the Willamette River during the annual salmon run.  He was a true outdoorsman with a lifetime of practical knowledge and deep love of the natural world.  He was a quiet and gentle man who thought long and spoke volumes in a few words.  

Neil and his wife Emily resided in West Linn for many years with their family.  For the past 23 years they have made their home in Prineville.

Neil died due to complications of a stroke, but surrounded by his family.   He is survived by his wife Emily; stepchildren, Barbara (BJ) Doty, Mike Doty, Larry Doty, Skip Doty, and Glen Doty, half brothers; Preston Farber, Mike Rosenbaum, Dennis Rosenbaum, stepsisters; Patty Bashaw, Mary Ellen Gach, and many grandchildren, great grandchildren, nieces, nephews and their families.

In lieu of flowers Neil would have liked donations to St. Vincent de Paul, or mass intentions c/o Father Joseph at St. Joseph Catholic Church in Prineville OR.
